Restore Representative Government
* If Legislatures adopted the rules below, requiring that Legislatures only make legislation to satisfy the public's concerns, then many public concerns should be addressed by the Legislatures within 3 months.
* Here's a preliminary draft for a legislative proposal.
PROJECT WIN-WIN'S BILL TO RESTORE REPRESENTATIVE GOVERNMENT
* Because the purpose of government is to support the interests of all the people within the government's jurisdiction;
* And because representative government is intended to represent the interests of all of the people by the popular election of representatives;
* And because the national and state governments of the U.S. have become progressively less representative of the interests of the common people and progressively more representative of the interests of a single class, viz. major campaign contributors;
* We, the people's representatives of ... New Hampshire, therefore deem it necessary to restore representation to all of the people in this jurisdiction asap, by the most expeditious means, which seem to be as follows:
* In order to determine the people's concerns, and therefore their interests, Legislative bodies within this city, county, or state, are henceforth required to obtain scientifically conducted public surveys;
* In order to be reasonably thorough, the survey shall find the 100 top concerns of the adult populace in order of percentage rank;
* In order to stay reasonably current, each survey shall be completed between 1 and 2 weeks before the first day of each quarter of the year and the Legislature shall legislate on the concerns of the most recent survey;
* For the sake of efficiency, the Legislature shall be required to make legislation to satisfy each concern, starting with the greatest concern and proceeding to the next greatest and so on, until the end of the quarter;
* In order to help unify the people and minimize conflict among them, Legislators shall compose legislation in a win-win manner to satisfy each concern, whereby no main concern is unsatisfied.
* In order to satisfy as many concerns as quickly as possible, if the Legislature does not come to agreement on a concern within one working day, further discussion of that concern shall be postponed for two to four weeks, while proceeding on to the next greatest concern;
* In order to avoid spending time on seemingly baseless concerns, if the Legislature considers the next concern on its agenda to be baseless, or highly questionable, it shall notify the public and ask that any interested party have a scientific study conducted to prove whether the concern is legitimate or not;
* In order to properly represent the interests of the people, no other legislation shall be made, except that concerning scientifically determined public concerns, or that dealing with any emergency concern approved by at least 3/4 vote of each house;
* In order to make scientific surveys affordable, volunteer scientists shall be asked to train citizen volunteers to conduct public surveys scientifically;
* In order to avoid making unconstitutional or unrepresentative legislation, if 5% or more of the Legislature in each house consider any legislative proposal provision to be unconstitutional, unrepresentative, or unrelated to the concern at hand, that provision shall be amended until considered constitutional, representative, and relevant;
* In order to determine if there is a more expeditious means to restore optimum representation to the people, than what this bill proposes, an independent scientific study shall be commissioned.
